Are People Finally Waking Up To The CRC?

Yes, it does appear that very gradually, people on both sides of the Columbia River are waking up to the Bridge to Bankruptcy and opposing it. People that were wholeheartedly supporting it are backing up, looking closer and seeing that projections are off, the design is inferior, the location is wrong and the only reason it was ever began was a vehicle to force Clark County to accept Portland’s financially beleaguered light rail, steeped deeply in unfunded liabilities as I write.

Just this week, June 12, 2012 the Oregonian editorial board gave us Will Columbia River Crossing become the Procrustean Bridge?, where they compare the known shortcoming of insufficient river traffic clearance to the “mythological figure who lopped the limbs from unfortunate visitors so they’d fit his iron bed.”

Their editorial ends with,

“the fact that $140 million has been spent on an inadequate design is a poor argument for clinging to it. It’s a small fraction of the full cost of the project, which is expected to exceed $3 billion. And in the end, both Oregonians and Washingtonians should want a bridge that does what it’s supposed to — carry surface traffic across the river — without doing what it’s not supposed to — compromise traffic on the river.”

Mayor Leavitt Likes “The Dreams Of The Future Better Than The History Of The Past”

Tim Leavitt, understandably one of the poorer mayors to preside over the city of Vancouver, Washington, ended his Columbian live chat Friday, April 6, 2012 with the above quote, in part to reply to my question, “after your turn around on tolling, how can the public place trust in your words on opposing tax increases?”

The mayor made himself available for a good hour replying to several citizens concerned over the Columbia River Project and the continual problems that keep surfacing in regards to it, although it has already consumed nearly $150 Million of taxpayer funds and all there is to show for it are stacks and stacks of paper.

In my opinion, his replies were considerably less than forthcoming. I have to even wonder if he has a grasp on just what the “future” holds should this as currently planned CRC project go through.

An earlier reply to a question on why we don’t put the matter to city or county-wide vote he said,

“LRT is more efficient to operate than BRT and busses…besides that BRT simply cannot practically handle the demand. Remember that our population increases, our Port is doubling in size…and we already have unreasonable traffic jams. Alternatives must be included. And, why not tie into the 55 miles of LRT south of the river, for virtually no direct cost to us locally?”

A 2009 study showed Bus transit better than light rail for a planned project in Maryland. The study by the World Resources Institute determined, “buses would be cheaper and combat global warming better than a light-rail system.”

Too, we must wonder, if BRT simply cannot handle the demand, why is Leavitt and C-Tran proposing BRT for the Fourth Plain corridor?

PS. Questions from a citizen. When I travel in Portland on I-84 or I-205, even during peak traffic periods, I observe that there are few MAX riders on the trains that occasionally whiz by. I’ve often wondered how many people ride the MAX? Since fare enforcement isn’t part of the light rail ride, it seems like any ridership would be an estimate at best.

CRC History FYI attached, a 2006 letter about concerns that alternatives for the transit part of a Columbia River Crossing (light rail AND busses) were not being given equal consideration, LIGHT RAIL was being pushed. Since then, Mayor Leavitt has explained to citizens at Vancouver City Council meetings that there WILL be an I-5 bridge replacement, and that it WILL include light rail,(apparently regardless of what transit capacity fits our region, what citizens or others think, what we can afford to build or operate at the local, state, or federal level, what will best address traffic conjestion for freight, commercial passenger, emergency vehicles etc).
